VERY RARE and Unique Sterling Silver Candle Snuffer and Lighter, 10

VERY RARE and unique Sterling Silver Candle Snuffer and Lighter, 10 1/2". The lighter is inserted at the end of the handle and can be pulled out to fill with fluid. I am not sure if the lighter works because I did not put fluid in it. It is in a good condition and with no monogram. All marks are pictures and I could not identify the manufacturer.
